Programme Management Office

Programme Management Office (PMO) is the engine room of any successful programme of change.  A core requirement to ensuring the effective delivery of any change programme or project is an effective, well-drilled, skilled PMO.  Delivering programmes of change requires 20% inspiration and 80% perspiration; it is the role of the PMO to ensure the programme are sweating over the right milestone and deliverables.  

LOC has long recognised the need to deploy a specialist team managing the PMO and in addition to the base skills including: planning, time and cost management and support we believe to deliver an effective PMO the team needs:
  • good understanding of the end-to-end delivery process;
  • approachable yet firm;
  • ability to work at the detailed level, but maintain the big picture;
  • can define actions to resolve the latest crisis, and maintain the routine tasks;
  • judgement on when to chase, when to stand back and when to escalate.
Our approach is built around the project lifecycle with the role and responsibilities of the PMO changing from creation and setup, including the Plan, Charter and the PID during the Diagnosis phase through to maintenance, management of changes, ongoing support and focus during delivery.   

The PMO is first and foremost a support function to the Programme or Project Manager and this relationship is key to ensuring the programme management are equipped to manage the programme scope, milestones, critical success factors and key performance indicators, plans and budgets.
